It has been 25 years since the Great Catastrophe which resulted in the demise of the Justice League and an entire generation of Super Heroes. In a universal threat the New Axis of Evil, consisting of nearly every Earth Super Villain, attempted to alter reality using the Reality Warpers. These machines were created by Wayne Tech without Bruce Wayne's knowledge in a devious scheme meticulously planned by the Joker. The machines had a variety of abilities. On a smaller level, it could be used as a gun to instantly delete any person from existence. They could materialize or dematerialize anything that the user wished. However, on a much larger level, it could be connected to the Pyramidium Machine to create the Pyramidium Reality Warper which could be programmed to alter reality however the possessor wishes. Using the Pyramidium Reality Warper, the Axis of Evil planned to erase all Super Heroes from ever having existed.
In the process of going through with their plans the Axis of Evil faced many difficulties. The Batman, Bruce Wayne, and his Robin, Tim Drake, discovered the Axis of Evil's plans and relayed their knowledge to the other members of the Justice League. Of course, the Justice League, aligned with many other Super Hero organizations, swiftly went into action. They realized that they needed to act before the Super Villains got a chance to utilize the Pyramidium Reality Warper to its full extent. They located the villains base, but were systematically eliminated by Reality Warpers and deleted from existence. Batman and Robin were the only two who managed to make it all the way to the Pyramidium Reality Warper.
Realizing that he was vastly outnumbered by Super Villains, Batman was forced to do something that highly went against his own moral code. He erased each and every Super Villain in the Axis of Evil and from existence. This put an end to their scheme and ultimately saved the universe from the forces of evil.
Robin urged Batman to use the machine to bring back the lost heroes of the Justice League, but Batman refused claiming that altering reality was something man was never meant to tamper with. He and Robin destroyed all of the machines without bringing back the now deceased Super Heroes. Batman and Robin then returned home to Gotham City. After falling into a guilt-induced depression, Batman could no longer consider himself to be a hero and retired from his life of crime-fighting. Batman then called an interview with the press. He told them all that had happened and officially revealed that Batman had retired.
There were mixed feelings by the public. After years of being protected by super heroes, many of the people felt naked without one to defend them. Others felt that vigilante super heroes should have never existed in the first place and were glad to have him gone. No matter what the case may have been, criminals from all over the world who would have once feared the jurisdiction of super powered heroes began committing crimes which resulted in a surge in criminal activity, though none of these people had true super powers. Due to the overwhelming number of crimes being commit, the police were incapable of doing anything. Crime Lords became much more powerful than any form of law enforcement.
Tim Drake, who had once been the young boy wonder, was becoming fed up with this. After a long three years of laying low despite all of these crimes, decided he could take no more. He took Batman's uniform and set off to rectify this situation. Tim Drake took up Bruce Wayne's mantle and became the new Batman.
Rumors of this new Batman arose, and many citizens were thrilled. Unfortunately, this occurrence wasn't enough to strike fear in the eyes of many criminals. There was only so much that one hero could do by himself. Though Gotham City soon became a peaceful safe-haven, the world was still in need of new heroes ready to jump in and combat the forces of evil. Does anyone have the courage to help?

Chapter I: Return of the Joker The Criminal Drug Trade has made a monopoly over the government. Being the President of America no longer means anything as he is only a figure-head in the scheme of things. Drug Dealers and Crime Lords are now using him as a puppet. Despite this, it seems that one criminal stands above them all. There is one man who is making a monopoly over the Drug Trade itself, though his identity is unknown.
In addition to this, freakish metahumans started appearing around the world committing various crimes. These men have a variety of powers ranging from super speed, vast levels of super strength, and highly advanced senses. However, there is one thing that each of these men have in common. They all wear masks that bear a resemblance to the joker himself.
Batman was forced to leave Gotham City to fight off these villains, but they proved to be too much for him. In what was nothing more than luck, their powers wore off while he was fighting them. As he tried to interrogate them, they were killed by a sniper after only giving a warning that "the Joker has returned."
