I'm not expecting this request to be filled anytime soon, but I decided to just put it up for now to see if anyone's interested.
The character's name is Relias Eris, named after the city-state capital of his home planet Ramore. If and when he's trying to pass as a human, he uses the name Dominic. Alignment would be a sort of Neutral Evil, and his age is the equivalent of 23 in human years.
As for the face claim, that's up to you! I'd like it if you ran it by me, but you don't have to. The only requirement for the face claim is that they have to be muscular, or at least very heavily toned.
Powers/abilities, pretty much the same as the face claim. Two of them have to be "Ramorean Physiology", which you'll find the description for in Ildon's profile, and telepathy, which is self-evident and also described in Ildon's profile; Relias can, for all intents and purposes, copy Ildon's way of 'seeing', but it's pretty much useless for him, seeing as he isn't blind and having two points of vision would cause an immense headache. He can, however, block Ildon from seeing through his eyes and reading his mind. As for the others, again, largely up to you. I would suggest something offensive, maybe a form of energy vampirism.
At least in the beginning, Relias' "costume" would consist of some kind of facial covering and a voice changer, to disguise his identity from Ildon until he decides to make his presence known.
General personality is a facade of friendliness, like he used to be before he was chosen as the Herald of Chaos. Real jovial, happy-go-lucky kind of guy. Underneath that his base self has been warped by the influences of Chaos, perverting his morality and turning him slowly into a sadist. He greatly prefers to torture his victims for a long period of time before finally ending their lives, if he has his way with it. He's also prone to bouts of insanity, where he's driven to do wanton acts of destruction.
His basic history is this; Relias was born to a couple of high-ranking members in the Church, and underwent a childhood that was almost completely different from Ildon's. After his additional abilities manifested he was pronounced the Herald of Chaos, and underwent the training necessary for the position. Shortly after, Ildon was in by the Church as a wayward child. The two fostered a friendship that had a rocky start, as Ildon was untrusting of the majority of the people she met. Eventually Ildon developed further feelings for him, but being as insecure as she was, she never confessed this to him. As time went on, Relias found himself sleeping more and more, with periods of time that he couldn't remember or account for. Bringing his concerns to the High Priestess, he was trusted with the secret of the Ramorean society; on the surface it was an egalitarian utopia with barely any crime, but this was only possible because of a deal made with the deity they called Chaos. Chaos had found a way to cross over into the mortal realm by possessing someone posing as his avatar, and he was allowed to do whatever he wished in this body as long as he agreed to curb his influence on the whole of society. Disenchanted by the Church and burdened with the knowledge of what he'd been made to do, he simply went through the motions of his training before being fully accepted as the Herald of Chaos. Feel free to invent a reason as to why he left Ramore for Earth.
